Add ability to include parameterised non-interfering resonances to the signal model.

(In [180]) Added support for Gaussian incoherent resonance components. Updated masses and widths in LauConstants to PDG14. Added charged NR resonances to LauResonanceMaker. Fixed bug in LauMagPhaseCoeffSet where phases of pi or -pi caused infinite loops. closes #43 addresses #44 closes #45
